Why would they need to introduce their own OS when they could partner with someone like Canonical for a branded Ubuntu and keep existing support. Linux doesn't need yet another full desktop distro unless it is highly compatible with Debian/Ubuntu so that software vendors don't have to release yet another version of their software. One great thing about the open source world is it is really easy for someone like Google to hire a few developers to work full time on Ubuntu and really get it polished up without having to start a whole new project.
